Purpose: Hazard Mitigation Grant Application-Earthquake Retrofit of Water Reservoirs
Details: Mt. View-Edgewood Water Company intends to apply for federal and state funding through the Federal Emergency Management Agency's Hazard Mitigation Grant Program, which is administered by Washington State's Emergency Management Division. These funds are related to the December 2008 Snowstorm and January 2009 Floods under Federal Disasters 1817 and 1825. Local funds will be used as a match if the project is approved in the amount of 12.5% of the total project cost. We invite you to a public meeting on August 31, 2009 from 4:30pm to 5:00pm at The Water Company to share ideas and comments regarding the potential projects and alternatives to address the earthquake vulnerability of our 2 water reservoirs, the South Reservoirs. Currently, the Water Company has an adopted and approved Natural Hazard Mitigation Plan and this project is recommended as a priority in the Plan. Suggested alternatives at this time include: seismically retrofitting the existing reservoirs, rebuilding the reservoirs, or taking no action. All comments must be received by August 31, 2009. Purpose: HMGP-1734 PROJECT GRANT APPLICATION, Seismic Retrofit of 2 Water Reservoirs
Details: Mt. View-Edgewood Water Company will be submitting an application to Washington State Emergency Management Division for a grant opportunity to seismic retrofit 2 water reservoirs.
The grant opportunity comes through the Hazard Mitigation Grant Program (HMGP) following the Federally declared disaster for the December 2007 Floods/Severe Storms(DR-1734), which provides technical and financial assistance to States and local governments for cost-effective pre-disaster hazard mitigation activities that reduce injuries, loss of life, and damage and destruction of property. FEMA provides grants to States and Federally recognized Indian tribal governments that, in turn, provide sub-grants to local governments (to include Indian Tribal governments) for mitigation activities such as planning and the implementation of projects identified through the evaluation of natural hazards.
The grant requires a 12.5% local match, to be provided by the Company. The 12.5% local match could be provided as 'in-kind', such as employee time allocated to plan development or “hard funds”, such as cash. The Project will primarily address the seismic hazards that reservoirs face. 44 CFR Part 201.6 Hazard Mitigation Planning, establishes requirements for state, tribal, and local hazard mitigation planning. All jurisdictions must have a FEMA-approved and locally adopted Plan in order to be eligible for certain mitigation funding, the Company has a Plan in State and FEMA review at this time. As applications are due by June 30, 2008, please submit any comments no later than June 28.
